You would, however, only afford such support in cases where

the failure to obtain a "hueheo" would result in an order being

lost by a British to a foreign firs; and in no case should

your representations amount to pressure upon the Central

Government to grant a "buchao" for the laport of munitions of

war wiion would not otherwise be authorised by them.
